Michigan's labor market is not uniform. County unemployment rates range from below 3.5% in the tightest suburban and manufacturing markets to well above 6% in counties still dealing with structural economic challenges. The Bureau of Labor Statistics Local Area Unemployment Statistics (LAUS) program tracks this monthly for all 83 Michigan counties. Here is where the tightest labor markets are — and why.
How County Unemployment Is Measured
BLS LAUS reports the U-3 unemployment rate: the share of the labor force that is jobless and actively looking for work. It does not count people who have stopped looking, are underemployed, or are working part-time involuntarily. A county with a very low unemployment rate may still have residents struggling economically if the labor force participation rate is also low — meaning many working-age adults have left the labor market entirely.
With that caveat, a low unemployment rate is generally a strong signal: employers are hiring, workers are finding jobs, and the local economy is functioning well.
Michigan's Tightest Labor Markets
Among the ten Michigan Signals counties, West Michigan consistently shows the lowest unemployment rates as of the most recent BLS data:

Outside the Michigan Signals tracked counties, several counties consistently post similarly low rates. Allegan County (manufacturing anchors including major furniture and auto-supplier facilities) and Barry County (suburban Grand Rapids) regularly appear in the low tier. Midland County, home to Dow Chemical's global headquarters, has historically posted among the lowest unemployment rates in the state due to the stability of its large employer. Clinton County and Eaton County north and south of Lansing also run near the state's low end.
Why West Michigan Runs Tight
The West Michigan labor market has structural characteristics that keep unemployment low. A diversified manufacturing base (office furniture, food processing, auto suppliers, industrial equipment) provides employment breadth so that sector-specific downturns don't crater the whole region. The Holland-Zeeland area in Ottawa County has a particularly strong workforce participation culture. And the Grand Rapids metro has attracted significant healthcare and logistics investment over the past decade, expanding employment options.
By contrast, counties with single-industry exposure — particularly those dependent on auto assembly plants that can idle for model changeovers or retooling — see larger swings.
Highest Unemployment Counties
For context, the highest unemployment rates in the Michigan Signals dataset are Genesee County (5.6%) and Wayne County (5.3%) — both reflecting structural labor market challenges tied to the collapse of manufacturing employment in Flint and Detroit. Many rural Upper Peninsula counties and north Lower Peninsula counties also run higher rates, often due to seasonal employment in tourism, agriculture, and forestry that produces winter unemployment spikes.
